Evinrude fastwin 18 HP

I have a 1958 18HP Evinrude. This motor hasn't run in 10 years.It has good spark, good compression, fuel is getting to the carb, I've checked the reed valves, but it still won't start. The spark plugs remain dry as a bone even when fully choked. When I do choke it fuel pours out of the carb. I'd appreciate any help.
