My 6hp fishermen 1968 runs great in idle, but when put in gear, i have to have the choke out a lil to keep it running and it will only run at like 2mph to 3mph. I have pulled the carb off and inspected it, the needles are great and the jets seem fine as well. The whole inside of carb looks emaculate inside.

In the book it says if the float looks oil soaked replace it.

Does look oil soaked? and could it be my problem???

So, you are saying that the high speed jet (orifice plug) is clean? Better look again, that thing must be absolutely positively CLEAN without a trace of any gum or varnish in it. And don't be poking wires and stuff through it either. It is a precision part.

On the other hand, are you sure it isn't running on only one cylinder? Might not be a carburetor problem at all.

BTW, your float looks fine.
