Ive even taken the 4 bolts going into the top of the leg, but the head wont budge

Sometime they need a little prying or a thump or 2 with a rubber mallet........ not uncommon..... DO NOT pry on any mating surface and do not use a wedge. There should be a spot to catch.

Johnjo, make very sure you do have every bolt removed. It is easy to over look a bolt sometimes and if you do pry the head, bad things will happen then. I would go over every inch before prying it. But if you are certain every bolt is removed and it still won't break loose, they do stick pretty good and will need a little persuasion. Just be careful so you don't break or crack anything.

Ive removed everything as you said and still it wont budge
Its the leg Im trying to shift really as the swivel is broken. Now the swivel is out already, being broken, but the housing ie the bit that goes into the leg is still stuck, i mean the fork.
Now, It probably isn't necessary to lift the head, but I thought it would clarify things if I did.
One thing is sure all bolts are out, so what is holding what?
Have I confused you?

I don't know if I understand exactly what is happening, but is sounds as if the drive is still on the engine. Is that correct or am I mistaken?

If it is still in place the problem may be a driveshaft stuck in the crankshaft splines. That is its own hell. :)

If it is off. Then check to make sure the 6 long bolts, 3 either side of the powerhead and 4 other bolts at the front of the powerhead have been removed. 2 of those will be nuts on studs.

To remove the powerhead put a stiff prybar under one of the studs and on top of the steering arm and pry up one side, the rest will follow once the gasket has started to let go. The worse thing to happen will be screwing up a stud, easily replaced.

no, the drive shaft is already out as the bottom half of the engine is off
removed the nuts on studs but cant see the other 2 bolts on the front of the engine
the 4 bolts round the fork are out but the fork will not move either

God Johnjo I am sorry I misread this thread and put it with another one. I thought you were talking about a crossflow block on a much larger engine. :) I don't do much on small outboards like yours, but look to see if you have a linkage attached to a shift mechanism under the powerhead. Some of the small ones do it that way, but I'll be damned if I can remember which models. Sorry for giving you false information.

Take a look at "Leeroy's Ramblings" here:

OMC outboard related articles

Read the articles specific to the 9.9/15 hp '74-'92 engines. There are articles about all aspects of these engines.
