If I were working on a engine this age, my first task would be to pull the cylinder heads, and exhaust cover. The oil's used back when this engine was new, were not the oil's we have today as far as preventing carbon build-up. You will see that if you pull the heads, and exhaust cover. I would not trust a compression reading on this engine. With the exhaust cover off, you can inspect the rings for sticking, and look at some of the piston condition. If the rings are carboned up, and stuck, you will never get that engine to run properly. I would make the above checks before spending any more time, and money. A broken reed is quite rare. If one were broken, you would see fuel blowing back out the carb throat at idle.
