Evinrude Sportwin 4423 carb setting

I have a 1948 Sportwin and am having difficulty finding much info on it. I'm trying to find the initial carb needle valve setting. I set it at 1.5 turns out from seated but can't get it to run. The carb is quite unique and unlike carbs on the 50's motors. I'm just guessing with 1.5 turns out as that is where I normally initially set the newer motors. Anyone have an idea? I've gone through the carb, modified a Mercury float to fit, made my own gaskets and seals. Coils, points and condensers are good and put out a good spark. It even has good impellers. If I can get that initial carb setting she should run.

Post some pics of the carb. I have service books for some of the Johnson's of that era, but back then, E and J weren't yet the same engine. But Johnson also had some very odd Fuel Delivery Systems as well.
