evinrude tilt and trim issues

First off I have an 88 evinrude 40hp e40ttlccs.

When I bought this boat from a coworker last year the tilt/trim would work fine going down but when raised it would only lift it a 1/8 of the way op then it would need my assistance to get it the rest of the way up. He said that he had the cylinders checked and they were both fine so after purging the system of air and topping off the fluids the problem was not fixed so I bought a new tilt/trim motor think the old motor was just to weak because it ran but just didnt sound healthy. after installing that it and not purging the cylinder of the old cloudy oil it still did the same thing so I removed the cylinders and played with them for a while I found that the starboard side cylinder had plenty of suction when the bottom holes were plugged and the portside cylinder had hardly any suction when I pluged the bottom hole(where the hydraulic line goes) there seemed to be air coming from a what seemes to be a plastic threaded grommet with a brass thread with a spring and a ball bearing{and thats all there was}, the threads in the cylinder were stripped which I am sure is what was letting out air. but when I plug both holes on that cylinder it still doesnt have anywhere close to the suction and pull that the other cylinder has. and while looking at a parts diagram for the tilt and trim I see that there should of been a "lead assy., sending unit" which I am not sure what that is, and it wasn't there.

So what i am asking is what is this "lead assy., sending unit" do on on the back of my trim cylinder and should both cylinders act the same when removed from hydraulic lines and holes plugged?

I guess I am just looking for some advice on what to do next buy a new cylinder and sending unit and hope thats the problem?

Any suggestions would be appreciated
