Evinrude Trim & Tilt no trim

My 150 1998 Evinrude tilt ram works fine up and down. The trim rams are fully extended and won't retract. The unit sat unused for about 12 months. The fluid has been topped off and the motor runs fine in both directions. Are there valves in the unit that may be stuck? Can the unit be flushed with a solvent?

first try the manual release screw turn it counter clockwise to let the engine down but keep your fingers clear just in case . then retighten it and work the tilt it might be air bound

There does seem to be air in the system somewhere. The Tilt ram will continue to "creep" for another inch or so after I release the switch. I have the engine propped up and disconected from the T & T unit. I have opened the release valve and I can push the trim rams down when it is open. When I close it and run the tilt ram down and then up the trim rams run all the way up and won't go down again. I will try to purge any air using the release valve again.

I tried to bleed air by loosining the relief valve and exercising the trim and tilt rams. I got no air out and the problem still persists. Any ideas?
