Exhaust bellows

I have a 97 alpha 1 gen II 260 hp with through transom (surface Exhaust). What purpose does my exhaust bellows serve? They were replace about 16 months ago and are now split in 2. Should I fix? Remove entirely or just leave as is?

It no longer serves any purpose, it's just there.
