Exhaust flappers Missing

Purchased a used 1995 17.5'Larson LX 4.3GS Volvo Penta SX About 5 years ago. The engine recently overheated because I did not replace the water pump impeller. While replacing the Rubber exhaust hoses I noticed both exhaust flappers are missing. I have never had water in the engine over the past 5 years we have owned the boat. Also I went Doug Russel Marine online and found the flapper in the diagram, except it is not listed below on the parts list for ordering. Is it possible the flapers are not neccesary?
