Exhaust Gasket replacement/ powerhead cleaning.

This morning I pulled the exhaust cover on a 1988 100HP Evinrude. The bottom end of the inside gasket behind the plate had deteriorated and was pretty much non-existant. I had been seeing oily leakage for some time. Two questions. Could a leak in that inside gasket have affected the vacuum and therefore the idleing?
Also, how is the best way to remove the carbon build-up on the powerhead behind the plate?

replace the gasket, and do a decarb. gets it out of the complete motor. i prefer this method. it is going to make a mess, so becareful where you do it.
