I am going to guess that it's the gap between the riser and the pipe that is small. You probably realized it is too small for both the old hose to be slid off and the new one to be slid on. I am not familiar enough with your engine, so you will probably get a better response, but in my own you have to either remove the riser or loosen/remove the pipes in order to replace that piece of hose. I have done it both ways, and it's easier to leave the riser in place, esp. with regards to putting the new piece of hose on. My exhaust has to nearly be disassembled to remove that piece of hose (4"D, ~10" long).
PS. It is no fun getting the new one over the riser, unless you can find the hose with no wire in it.
