I just broke off the exhaust manifold plastic elbow from my mercruiser 454 Part#806926A1. What is the easiest way to remove the broken piece from the manifold. I can use the sierra 18-4224 available on i boats. Do they make easy outs for plastic fittings?

If you just broke off one of those plastic water fittings you should be able to finesse it out with a little creativity. Maybe shove a knife or a chisel into the plastic and back it out. Or maybe you could put a molly in there and grab it with needlenose pliers to pull up on the plastic pipe while turning the molly. But if it just won't come off or if you already have the size, sure use an easy out.

I tried using pliers and tapping with a wide chizel. As a last resort if the easy out wont work I could use a torch and a pick I guess.

Yup with the torch or a heat gun you might be able to warm up the plastic enough to grab it and free it up.
If you are going to get bits in there you could pull the manifold and perhaps reach from the inside. At least that way there's no plastic pipe parts in the cooling system.
