Exhaust Shutters?

Before I pulled the OD I had two stainless plates in the bellows. Then upon disconnecting the motor to replace the transom I noticed this in the picture. Is this where the exhaust shutters are? Are the two small stainless plates I removed the shutters? They had holes drilled in them.

Ayuh,... They Used to be mounted to that pin...

You need New 1s...
