Exhaust snout

Have a 1983 25hp Chrysler. I lost the exhaust snout thing that comes out right above the prop. Is this needed. I think this is what is causing the motor to suddenly rev up while going full speed.

I don't think that Force would have spent the money for one to start with if it didn't need it, do you?

Snout directs exhaust away from the prop.
If it is missing, the exhaust enters the prop and causes the prop to spin easily, causing the engine to over rev.
