External Wiring harness

I have a 68 Mercury 200 (20hp) and it already has a internal wire harness. Part number 47929 or here on Iboats.

I can't figure out for the life of me what external harness goes with this. I have searched on line and called dealers and people seem to think that this motor doesn't have electric start. I'm lost.

Anyone know which external harness goes with this?

Thats what I kind of thought. I might just try to make something myself. Maybe even take out the internal harness. Thanks for the help!
