By "motor is running", do you mean that you can hear it whine while you try to lift it on the boat? If not, then I'd be going through all your wiring for the switch and relay on the boat. If you can hear it moving, then maybe the bypass valve is slightly open meaning that it can't lift the weight of the motor?
