F250TXRD - Play in Trim/Tilt operation - loose at full tilt question

i am working on a F250 TXRD 2005 era. I have some doubts on the trim tilt play while tilted up. I have at least 2+" of vertical/- play in the T/T cylinder to bracket while tilted completely up rocking the power head. is this normal? I am having some issues with the secondary cylinders sticking when tilted to trim/run position while hitting the thrust bolts.

Are you having T&T leak down ? If not is there air in the line ? I would make sure the pump is full of correct oil, run the T&T up and down five times to bleed air out of line.
