Faint sound from warning buzzer

1996 Evinrude 90 hp SPL. No VRO on this model. The engine is not running and I am getting a faint sound coming from the warning horn with ignition on. It just started doing it today. If I ground the heat wire to the head the sound gets much louder. Also if I ground the horn at the ignition switch it gets much louder. Does anyone know what causes this. I would think if it was the horn it would not work. Could there be a slight grounding from somewhere in the horn?

The overtemp switch may be going bad and providing a weak ground path for the buzzer.

Check the switch resistance with the switch disconnected between ground and the switch output. It should be open or infinity.
