Fair value for 2000 Lowe TH192?

Looking at a 2000 Lowe TH192 with Honda 130 four stroke.
What is a fair market value. Will not pay retail but something
a fair amount above wholesale or trade. What options might
increase standard base value?

Boat and trailer value at $6100 to $7000 and the outboard of the same year values at $3700 to $4200.
