fastwin mtr mount tighten

Had to replace the steering bracket on my 68 fastwin. (old one was cracked) Trying to figure out how to tighten upper, fwd rubber mount. Once i have it in place; it leaves no room to turn a wrench or put a socket on it. There must be something i'm missing to this puzzle or some kind of trick to this. any help would be greatly appriciated!

If that's a mount that has a nut on each end, the usual problem is that you tightened the wrong nut first.
