Fastwin surging

Hey guys, I have a problem that I could not find the answer to using the search so here is my problem. I have a 1957 18hp fastwin # 15020-19224. 2 weeks ago I put it in the water to test it out and it ran great at idle and a little plus but at full throttle it would not run unless I pumped the primer button on the tank. (I have the dual line tank that uses air pressure from the engine to pressurize the tank) I noticed that the fuel bowl was not staying full at wot so I checked the hoses and found the line going to the air line to the fuel tank and found a leak. I replaced the line and put the boat in the water last week to check it out and now, it runs great to about 1/3 throttle then surges all the way to wot. The fuel bowl stays full the whole time and just to be sure I pumped the primer button and no joy. I have rebuilt the carb, new plugs, the motor does not miss or sputter. It did die twice at seperate times at wot but other than that it stays running the whole time. I have tried adjusting both low and high idle needle valves but still no affect on upper end performance. I have also checked the fuel tank to see if it will hold pressure and it does. <br /> Anyone have any suggestions as to what I may have missed? Thanks in advance :cool:
