FD-19 shift rod linkage

Long story short, I wanted to replace the impeller on my 65 Johnson 18, disconnected the top bolt on the shift linkage and now it doesn't want to shift to fwd. I believe the top portion of the shift rod isn't seating deeply enough in the linkage, therefore not pulling the shift rod up enough to go into gear properly. Do I simply need to pry that linkage apart with a screwdriver enough for it to fully engage before I tighten it down again or am I missing something? Really don't want to bugger it up by breaking that piece. Thanks!

The notches on the upper and lower shift rods MUST line up with holes in the brass connecter BEFORE those small bolts are put in.
