Filler Neck Putty?

Hello, All,

I recently bought a 2007 Starcraft 240 Classic with a 2007 Mercury 90hp ELPTO Outboard. I LOVE THIS BOAT!! I've got LOTS of work and ideas that I'm going to do. But...the gas tank filler neck needs to be replaced. Before I jump into what seems like a relatively simple project, I wanna make sure I'm not missing any important details. That being said, there's some sort of weird putty between the cap and the boat. Any idea what that putty is...or if it's necessary? My old boat (1990 Glastron Bowrider) didn't have it. It seems to be some sort of gap filler....Like the neck was just a bit too long or something and instead of cutting the fuel line shorter, they just put some goop between the boat and the gas cap. Any thoughts?

got any pics

normally the filler neck is sealed to the hull with something like 3M 4000 UV or some other similar sealant.

Here's a picture...hopefully. I keep having to resize it. I think I got it this time, tho.

I'll clean all the old gunk first and then go ahead and use the 3M stuff.

first, that needs some serious cleaning

next, it appears to be house caulk was used

Cleaning for sure! And I agree...it even feels like old house caulk. I appreciate the help...3M already ordered.😊
