Filling small holes(Picture)

What would you guys do to fill these holes? I guess the last owner could'nt decide where to mount the transducer and made Swiss Cheese of my transom. Most of the holes are from mounting screws. First I need to figure out how to remove the marine selant. Any suggestions would be nice. Here is a picture

imho, i would sand it down, fill with dow 5200, and coat with white marine tex. then keep an occasional eye on it.

When you said "fill with dow 5200" I'm not following that, I checked out Marine tex site and that stuff looks great, also, how do you remove old 5200?

I'd Start with a Razor Blade,+ Finish with Sandpaper.......

I'd Probably Skip the 5200,+ go right to the Marine-Tex to fill it back in......
