Finally, after changing water pump, checking engine covers, blowing air e.t.c. I finally found the problem with my 1985 25hp Merc. When I saw that the impeller had pieces broken off, I removed them before putting on the new impeller. But since it didn't correct the problem, I took off the lower unit again to check the water tube seal (afer I wasted my time on the other corrective measures). After removing the seal, I saw a piece of impeller lodged inside the pump cover. I would never have seen it if I didn't remove this seal / water tube. Anyway, I saw how many other people had the same problem as me and thought I'd pass this simple cure along.
Thanks everyone for responding to my problem and now we / you can add another overlooked cure for the next person that may have the problem of extremely hot water and low psi coming out the tell-tale.
