I have a SeaSwirl 2100 DC. The water line is usually right about the middle of the scupper hole. At rest, if you stand back by the motor, some water (maybe 1/2") comes in on the fiberglass deck stern area, just enough to get your sneakers wet (or soak the kid's towels).
When I start moving again, the water drains out. It hasn't bothered me much.
The flaps don't really keep the water out very well. At most, they slow it down if you stop too fast, and your wake comes up to hit you from behind.
