25hp Merc, 1986, Pull start...
New impeller is in, carb is just about cleaned and ready to be put back on. The engine is in New York, and the boat it will end up on is in Florida. As some of the fine tuning from here on out requires the engine to be running, and potentially in gear, how does one do these things without having the engine in the water? I see that some manufacturers use wheels on the prop shaft instead of the prop, thus being able to utilize a test tank instead of the bay. I don't see such a thing with Mercury however. What do you do?

Get as close as you can, then fine tune when you get where you're going. Especially considering such a drastic change in climate. The only other way is to duplicate the conditions in a specially designed test chamber. Got one??? ;)

Even with a test wheel, the motor has to be in water.
