First Post -79 merc 70 lower leg

Hi community, glad to be a member. Have a merc 70 and can't get any more than 12 oz into the lower leg. Drained and filled it twice but only 12 oz. Any body know if that's the capacity or am I doing something wrong? Thanks for any help.

12.5 oz is the official capacity.
