Fishing SC

I recently checked the SC saltwater fishing regs online out of curiosity to see how it has changed since the 10+ years I left there. Strangely, the gafftop and hardhead catfish are off limits- must be thrown back. Anyone know the reason for this ? The waters were loaded with the things when I was there- they were nothing but pesky baitstealers.
