not sure if this is the place I should post this but I just started boating on the mississippi and have noticed some commercial vessels with a flag that is the blue feild with the stars but no stripes what does that represent?

did the flag look like this? Looks like your description.

If so, it is the first style of US Naval Flag, now flown only on Sundays and Holidays in port.
