Float bowl cover issue (help!)

1969 Merc 200 20hp
The float bowl vent is pouring out fuel while the motor is running. What's going on? How should I stop this?

The inlet needle is leaking

Is this caused by the float levers possibly not measuring right or is it possible the gasket is not doing it's job?

Float hieght or dirt can cause the problem as well as a bad inlet needle but not a gasket
