Flywheel inner magnet

1990 v 6 looper 200 Hp testing done with s Stevens cd77 evinrude not getting and volts out of port side of timer base , would a bad inner magnet only have voltage on one side ,the starboard side has volatage when cranking port none, is it the timing base or the flywheel
