Flywheel removal on old 3.9

No spark on the 3.9 outboard. I tried to pull the flywheel with a puller, some penetrating oil and a bit of pounding on the puller screw and under the flywheel. Nothing moves. Am I missing something here? Perhaps a few years of setting outdoors has really rusted wheel to shaft? Other thoughts.

Penetrating oil does not help !-----And rusting is not the problem.----When the nut is torqued the flywheel taper is stretched over the crank taper and it holds fast.----The proper puller with 3 bolts and a hefty hammer on the center bolt will pop it off everytime.
