Flywheel turns but no spark

Thanks for taking the time to read this post first and foremost. Need some advice on my next steps diagnosing problems with my 1978 Johnson 35 outboard. Using keyswitch the flywheel will turn over, but with the light tester on the spark plugs, neither one of them show they are firing. What are my next steps to test the coils or the power pack to determine the root cause? Also how do I test these?

start by disconnecting the kill switch at the controls
