Foam to cover glue?

Anybody know what glue will work to hold the foam insulation to the inside of the engine cover on a 1984 75 Hp Evinrude?

You want something waterproof. Contact cement or spray adhesive, are good. I would vote for the spray adhesive, since it is easiest. Make the coating a bit heavy to adhere to the foam.
