I've got a 1983 9.9 Johnson that has foamy oil like stuff dripping out of the propeller hub. I notice it when I flush the motor. I thought it might have a bad seal so I checked the lower unit oil. It was clean as a whistle, no water, discoloration, etc. Could that foamy oil be coming from the oil/gas mixture because it's a two stroke?

Yup, unburned fuel-oil mixed with water=foam. Mostly seen after extended trolling (low speed motor operation). It can show up more if you have ignition problems, cylinder not burning fuel or overly rich fuel mixture settings
It helps to take 'er for a spin on the water and run it like you stole it, helps blow it out.

Yup, you hit the nail on the head. I see more of it when I'm not running her full bore. I'll have to check the mixture settings just to make sure.
Thanks'
