I think you are referring to decarbing. Fogging is only done before winter layup and is only done once each season to lubricate the cylinders and such before putting the boat away for months. Decarbing is the process of using an agent such as Seafoam or deep creep to clean the carbon out of the combustion chamber. This should be done as nessesary, although most times, once or twice a year will do, depending on how you use your motor(Trolling alot, fast running most of the time, Ect).
