Force 120 4000 rpm @ WOT????

I have a 1990 Bayliner Capri Cuddy w/ 120 Force, only getting 4000 rpms @ WOT w/ a new 13x17" prop? Any ideas? The boat is running 40 mph so I'm not sure what it could be?

Possible the tach is wrong.Get a remote one and hook it up and go for a ride.J
