Well got the boat to the lake and it ran ok would idle ok some times and then with just me at wot it would go 25-27 with 5 people like 600lbs it wouldn't even plane unless I moved people around and then it would get to about 20-25 it just seems like there's no power. And if I messed with the throttle at the engine while someone was changing time at the helm then it would run better 25 mph seems really slow for 125 hp on a bayliner Capri 1900 what do you guys think about speed?

Do a compression and a spark test.
What RPM's at wide open(1-2 person)
What prop?
Answer these and maybe we can help you.

I have an '89-125HP and with four people averaging 150# each and with a 13-19P stainless prop, it can max out at 4700 RPM at about 40 MPH. Note you can only achieve this with proper trimming. Improper trim can make the boat plow does limiting it to 35MPH at 4500 RPM. With only two people onboard it can do 45 MPH at 5200 RPM at WOT. Of course the boat's hull may be totally different but even then the difference at WOT speed should not be that much.

You first need to check to make sure the motor linkage are properly synch by doing the link and synch sticky post. Then you need to makes sure the engine is not misfiring or running on 3 cylinders vice 4 and that it is properly timed.

Firstly check out compression, but also have a look at frank's link and sync sticky, he also has a you tube video.
