Force 9.9 idle problem

I have a 9.9hp Force outboard. I installed a new Carb and water pump impeller. It is hard to start and when running, wont idle. It will get my 10' iflatable on plane but when you idle down it dies. I mixed new fuel and tried again with the same results.

My guess is you need to adjust the carb/ignition sync.
There are 2 procedures depending on which carb.
