Force mounting bolts

I have a face 120 on a Fisher sv-19 that I am putting a slidemaster jack plate on. During this process I have noticed that that the 1/2" bolts used to mount the engine are a little smaller than the holes in the outboard and the jack plate. As far as I can tell from research, that 1/2-in bolts are pretty standard for just about any large outboard. Is this difference in size meant to be filled up with silicon or 3m 5200 or do I need to get slightly larger bolts to make up the difference in size. It's not a huge difference but definitely noticably a little sloppy when test fitting the bolt in the hole in the jack plate or engine.

Maybe the motor flexed and wore out the holes?

The 120 depending on the year came with 2 different transom mounts.
How about adding a year/serial# or a pic?

They did use sillycone but not to take up the slack..

Was this motor original to the boat?
