Found Bolt behind prop 15 hp Evinrude

I removed the prop of my 15 HP Evinrude (96')today and found a 1/4" x 1 1/4" hex head machine bolt. The bolt is a grade 8 head stamped "JH". I do not think this bolt is part of the motor. Did someone drop the bolt through the prop or what? Could it have fallen down the exhaust port? There seems to be no apparent damage.
