you know some boat owners, are so ignorant, about the workings of their boat, they probably think thats right. we don't need to cover it, or install a automatic bilge pump, charge the battery, IT HAS FLOATATION.

That's just SRM...Selective Reality Marketing. And someone MAY actually believe it...just hope they have a deep wallet.

Actually it wouldn't even need a tune up if they got to it fast enough. So long as it wasn't down a long time or in salt water you can just take the plugs out and crank it over to blow the water out of the motor and then wd40 the hell out of the cylinders and change the oil and everything will usually work fine. Running it cooks off the remaining moisture real quick. Often the starter craps out because water ends up trapped in it and it internally gunks it up but that can be easily corrected.
The electrical connections need to be rather quickly dried after it comes up or they get yucky too.

Since I can't find the edit button in this stupid forum i'll just add another post.

I site this as an example of how things don't just fall apart in water:

This tank spend 60 years underwater in a peat bog/pond in europe and after basic maintainance it started and ran and everything worked.

That was due to the anaerobic propery of the bog, not a good place to get rid of a body either.
