???????Are you talking about the one on the remote control? Hey, if it wasn't supposed to be turned, it wouldn't be there. Seriously, it controls how hard/easy it is to move the throttle handle. Adjust to your liking and preference. The general idea is to have it as easy as possible, yet stay where you put it.
Oh, and take it easy on the kid.
