frozen bolt on t-stat cover

I have a 200 HP Merc outboard that is an 1984,and i needed to change the "T-Stats" when i broke the head off of the upper bolt. I removed the cover and soaked the bolt-and even heated the inside and outside of thermostat housing but the bolt only moved approx 1/8 of an inch. Do i keep doing that or does any one have a better way? please help.

How much of the remaining part of the bolt is sticking out passed the head? Is there enough to get a (God Forgive me) vise grip on. That it moved at all is a big plus. Keep soaking if you can grab it work it back & forth a LITTLE at a time, & a LITTLE more each time. If that don't work post again there are other things you can do. Good Luck Joe

Heat will work but the trick is to heat the aluminum just right so it expands before the bolt. It doesn't take much heat.
