frozen steering question.

Have a 87 Wellcraft, merc i/o alpha drive. Has non power steering. Wheel will not budge, has about an inch of play in it. I removed the pin from the cable where it mounts to the bracket on the transom. Outdrive can move left to right no problems. So the issue is in the cable. While i had the cable disconnected I was able to rotate the cable with a pair of pliers, just trying to see if its frozen up in the sleeve.

So my question is, if the cable was able to rotate would that suggest the issue is on the other end, up at the wheel? ;

Ayuh,... More likely than not, it's the Cable....
I'd replace it with a New helm,+ cable kit...
