FT9.9ELJ carb issues and oil light question

I've just picked up this long shaft motor for my sailboat and i'm trying to get it running right. Runs extremely lean, you have to manually choke it to keep it running.

I've thoroughly cleaned the carb. one of the vacuum lines is capped off with a screw so i'm assuming it needs to go somewhere. I'm hoping this is my cause for the lean running condition.

Secondly when running the oil light on the panel is light up and green, i'm assuming green is ok, red or no light would be bad.
