If it's the original bulb, change it on general principles. Trust me on this, even though it may seem "supple", bulbs frequently start to deteriorate from the inside, thus sending little grains of rubber to places they don't belong.
That being said, the bulb
should be "hard" when pumped up, and it
should be a little "soft" after the motor has been run. You create the internal pressure with the bulb by pushing fuel until it no longer has a place to go (and held by a check valve), and the fuel pump maintains the flow by pulling (which means steady flow but no pressure).
