Fuel cell replacement, now new problem

2004 8.1Gxi ....So a few weeks ago the pump started howling terribly and I got surging and stalling, then all of a sudden it was fine.

so I decided to get ahead of the game and take it appart and clean it. Note, at this point the boat was running fine . Followed the toutorial on here, installed it and it ran fine in the yard, under load it was a pig. No get up, and it sounded aweful.

So I borrowed my dad's OBDM computer and it showed a few codes, Cam shaft possition, crankshaft possition, and MAT. I cleared them and went home with it running like crap. Ran the codes and again and just got camshaft position.

I replaced the fuel cell and the camshaft sensor and set out this morning and the problem is unchanged, got to my destination and ran the codes again. None.

Any ideas? At 1500 RPMs the timing is +6 degrees, is this low? Seems low. Also, I haven't replaced the regulator... Would a clogged fuel regulator cause a reaction that would throw a code? I'm lost

I have the manual and I have pretty much covered my basis. The only thing I haven't done is take the fuel rail pressure but that's next.
