Fuel delivery

I have one of those glass fuel filters (coming out of the fuel pump) and it wont stay filled up. I have rebuilt the fuel pump which included the 2 check valves. Even pumping the primer bulb doesn't help. What would cause this?

1986 150 HP blackmax.

...I'm going to trust that you rebuilt the fuel pump correctly. That said, have you tried taking the filter off to see if it works without it? Is it backwards? Got good bulb? Do you have an autoblend oil unit? Do you have a water separator? Any of these items could possibly restrict fuel delivery if needing adjusting or repair. Good luck!
